Our Story


PDR Strategies was built from real-world experience in some of the most demanding communications environments in public service—not from theory or textbooks.
Founder Paul Raymond, Jr. is an internationally credentialed Public Information Officer through the Commission on Professional Credentialing / Center for Public Safety Excellence, one of fewer than 100 credentialed PIOs worldwide.
He currently serves as:
- Adjunct Instructor, National Disaster & Emergency Management University
- FEMA Executive Public Information Officer (EPIO), one of only 201 worldwide
Previously, Paul served in senior public sector leadership roles for more than 20 years, including:
- Assistant Commissioner, New Hampshire Department of Corrections
- Director of Personnel & Information, New Hampshire Department of Corrections
- Strategic Communications Administrator, New Hampshire Department of Safety, Office of the Commissioner
- New Hampshire COVID-19 Joint Information Center Manager, appointed by Governor Chris Sununu during the COVID-19 pandemic
- Public Information Officer, New Hampshire Department of Safety, Division of Homeland Security & Emergency Management
- Emergency Support Function 15 Lead / State Emergency Operations Center Public Information Officer, New Hampshire
He has led strategic communications during prison incidents, death-in-custody events, leadership transitions, legislative controversies, protests, natural disasters, public health emergencies, and other high-consequence situations.
From drafting media strategy to briefing commissioners, governors, legislative leaders, and members of Congress, Paul has operated at the highest levels of public-sector communications.
He launched PDR Strategies to help agencies and leaders communicate with clarity, credibility, and confidence—especially when the stakes are highest.
