Our Story

PDR Strategies was born from boots-on-the-ground experience in some of the most complex communications environments — not classrooms or theory.

Founder Paul Raymond, Jr. has served in senior public sector leadership roles for over 20 years, including:

  • Assistant Commissioner of the New Hampshire Department of Corrections, following Governor & Executive Council confirmation
  • Director of Personnel & Information at the New Hampshire Department of Corrections, following Governor & Executive Council confirmation

He has developed, led, and executed strategic messaging during prison incidents, high-profile legislative issues, leadership transitions, death-in-custody responses, community protests, natural disasters, and more. From planning media statements to briefing the Commissioner, Governor, legislative leaders, and members of Congress, Paul has lived the realities that correctional and public safety leaders face every day.

He launched PDR Strategies to help other agencies do what he’s done firsthand: lead through communication—especially when it’s hard.
